I have a feeling we are going for a starter and starting fresh but I don't know. I wish I had some kind of clue but there's just no way of knowing bc they wait until the last second every year to let anyone know what's happening with the QB.  Our QB situation is a mess and has continued to be so for many years. There is no transparency at all from the FO, coaches or anyone to what direction we are leaning.  

But if I had to guess, unless Kirk is willing to take a reasonable salary/contract (doubtful), we are going for a starting QB (which seems the way things are maybe hinting towards)
